First take the PVC and cut it into (3) 32 in. pieces. Then drill (11) 5/8 in. holes along the length of the 1x2 studs, 8" on center. Now slip the pipe pieces into the holes in two of the 1x2 studs so that each stud is 6" from either end of the pipe. Then screw the pipe to the wood with the wood screws, but leave two of the pipes open (no screw) on the bottom end to allow the rebar to go in. These two pipes should be one pipe in on either end. Then paint the whole structure flat black, and then pound the rebar into the ground and place the fence section over the rebar.

In addition, if you want to make fence posts, you can take 1 1/2" black PVC pipe, and cut it into similar lengths. Then find something to make post tops out of, I used drinking bottles in the shape of a skull, which can be purchased around Halloween time at Party City.
